This Request for Proposal (the “RFP”) is an invitation by the City of Belleville (“the City”) to prospective Proponents/ Contractors to submit a Proposal to enter into a licensing agreement(s) for Mobile Food Vendor Services in municipal parks for the 2026 season, as further described in the RFP particulars. 

The City is introducing a Mobile Food Vendor Program in Municipal Parks as a pilot initiative for the 2026 operating season. The program is intended to provide opportunities for mobile food vendors to operate within select municipal parks through a flexible, low‑impact model that supports park activation, enhances visitor experience, and contributes to local economic development.

Specifically, the objectives of the pilot program are to:

• Activate select City parks through flexible, low‑impact mobile food vendor services;
• Enhance visitor experience while maintaining compatibility with community use and special events;
• Support local mobile food vendors and small businesses through equitable, non‑exclusive opportunities;
• Vendors operate on a non‑exclusive basis with the City continuing to permit food and beverage services associated with special events, facility rentals, community events, tournaments or other approved activities within the park.
• Avoid permanent infrastructure and minimize financial and operational risk to the City;
• Ensure full cost recovery to the City for program administration, park use, and any associated operational impacts.
• Implement a scalable pilot program to inform future program design and decision‑making.
