This Request for Proposal (the “RFP”) is an invitation by the City of Belleville (“the City”) to prospective Proponents/ Contractors to submit a Proposal to enter into a licensing agreement(s) for Recreational Vendor Services in municipal parks for the 2026 season, as further described in the RFP particulars. 

The City is introducing a Recreational Vendor Services Program in Municipal Parks as a pilot initiative for the 2026 operating season. The program is intended to provide opportunities for recreational service vendors to operate within select municipal parks through a flexible, low‑impact model that supports park activation, enhances visitor experience, encourages active and inclusive recreation, and contributes to local economic development.

Specifically, the objectives of the pilot program are to:

  • Activate select City parks through flexible, low‑impact recreational vendor services that support active, accessible, and inclusive recreation;
  • Enhance visitor experience while maintaining compatibility with shared public use, community programming, and special events;
  • Support local recreation providers and small businesses through equitable, non‑exclusive opportunities to offer park‑based recreation services;
  • Vendors operate on a non-exclusive basis with the City continuing to permit recreational vendor services associated with special events, facility rentals, community events, tournaments or other approved activities within the park;
  • Avoid permanent infrastructure and minimize financial, operational, and risk exposure to the City;
  • Ensure full cost recovery to the City for program administration, park use, and any associated operational impacts, and;
  • Implement a scalable pilot program to inform future recreational vendor programming, policy, and decision‑making.
