Description:  Through this Request for Proposals the City intends to retain an experienced
Geotechnical Engineering Consulting firm registered with the Ministry of Transportation of
Ontario’s Registry, Appraisal and Qualifications System (RAQS) under the specialty Pavement
Engineering – Soils and Pavement Investigations – Routine to conduct comprehensive subsurface soils
investigations including analytical soil testing for specified parameters, pavement designs and
soil management plan for the reconstruction of Avondale Road. The geotechnical field work and
reporting are to be completed in accordance with the Ontario Ministry of Transportation Eastern
Region Geotechnical Investigation and Pavement Design Report Guidelines Version 3 June 2004. The
soil management plan is to be completed in accordance with the proposed regulatory changes to the
management of excess soil in Ontario as per the consultation draft O.Reg. On-site and Excess Soil
Management and the associated document “Rules for On-site and Excess Soil Management,” both of
which are included in the appendix of this document. The geotechnical findings are to be evaluated
based on the most current engineering principles and experience available to ensure the most cost
effective and efficient construction practices are used in the design for the reconstruction of this road.
